As Lao Buddhist temples establish themselves as formal nonprofit organizations across the United States, their boards and abbots face a practical challenge: how to govern monastic residency with clarity, fairness, and legal compliance — while remaining faithful to the Theravāda Vinaya.

LaoDharma.org has developed this model policy to help. Drawing on the foundational practices of Wat Lao Buddhavong (Catlett, Virginia) — the oldest Lao Buddhist temple in the United States — this document provides a complete, ready-to-adapt framework that any Lao Buddhist temple can adopt as its own.

This model policy addresses the full lifecycle of monastic residency in a U.S. Lao Buddhist temple:
